Red circles around eyes?!?!?

So i went swimming in my chlorine pool with my friend today. i opened my eyes alot under water and when u come up i dont open my eyes i have to wipe them to get the water off with my fingers. anyways now i have these red cricles around my eyes (like on my eyelid). could this be a sunburn or because i was rubbing my eyelid to dry my eyes from the water? and how do i get rid of this?!?!?
