I get sunburned easily no matter how much sunscreen I put on?

I'm extremely pale and I sunburn easily no matter how much sunscreen I apply. I know I'm more than likely going to have skin cancer someday because of this. Is there anything I can do so that I can possibly not get skin cancer?
