Aum that is a very sad question,sorry for your friends loss.It isn't God that drives the illusion its projected in accordance with Karma,sadly for your friend that he lost a loved one but for the soul concerned he will return to Brahman or other oceans of love that Transcend the senses ,but he will return also in accordance with Karma.With wisdom one knows there is no beginning or end to samsara and karma, they are illusion and can be transcended only through realization and liberation .Bless
